Federal Register Search
Search Federal Register publications across all document types - final rules, proposed rules, notices, presidential documents, and agency guidance. Apogee automatically selects the best search strategy based on your query: relevance-ranked results for topical searches ("data privacy rules") and reverse-chronological results for recency queries ("latest EPA publications"). Filter by agency, document type, date range, or regulatory significance.
Open comment period tracking surfaces proposed rules and notices that are currently accepting public comments, with deadline dates and submission instructions. For government affairs professionals, regulatory consultants, and advocacy organizations, missing a comment deadline can mean losing the opportunity to influence a rule that affects your industry or mission.
Agency activity browsing lets you monitor all Federal Register activity from a specific agency - useful for tracking agencies with active rulemaking agendas (EPA, FDA, SEC, FTC) or agencies where you have ongoing regulatory exposure.

Regulatory Outcome Prediction
Predict whether a proposed rule will be finalized, withdrawn, or stall based on historical patterns, agency track records, and contextual signals. The rulemaking process can take years - proposed rules may be finalized, withdrawn, or left in indefinite limbo. Understanding which proposed rules are most likely to become final helps organizations prioritize their regulatory monitoring and comment-submission efforts.
A 10-signal heuristic model scores each proposed rule using agency finalization rates, RIN pipeline progression, rule age, regulatory significance, comment period activity, CFR area trends, docket activity, document changes (corrections, extensions, withdrawals), companion documents, and publication recency. Terminal overrides automatically classify rules where a matching final rule has been published or a withdrawal has been recorded.
Data: Same Federal Register data as Federal Register Search, with historical proposed-to-final rule conversion analysis computed per agency and CFR area.
